SPC Free Zone company setup

SPC Free Zone — Sharjah Publishing City Free Zone — was established in 2017 and is part of the Sharjah Book Authority. It describes itself as a free zone dedicated to publishing, and it also licenses trading, e-commerce, media, IT and professional businesses. Points to check before you apply

  • Choose your activities carefully — SPC packages allow up to five
  • Confirm the visa allocation in the package you choose before you apply; packages and visa terms differ
  • Keep shareholder and beneficial owner registers up to date — SPC keeps these registers and expects replies to its requests within 14 days
  • Corporate Tax registration is required. The 0% free zone rate applies only to qualifying income, and only if every Qualifying Free Zone Person condition is met — including adequate substance, audited financial statements and keeping non-qualifying revenue within the de minimis limit (5% of revenue or AED 5 million, whichever is lower)
  • Sales of goods to mainland customers or consumers are often non-qualifying — we model this before you choose activities
  • Dubai's mainland permit scheme is for Dubai free zones — plan separately if most of your clients are on the mainland

Frequently asked questions

Is SPC Free Zone only for publishers?

No. It started as a publishing free zone and still serves publishers and media businesses, but it also licenses general trading, e-commerce, IT, professional, administrative and marketing services.

Can I set up in SPC Free Zone remotely?

According to SPC, licensing can be completed remotely. You'll need to visit the UAE for the residence visa medical and Emirates ID biometrics, and usually for the bank meeting.

How many activities can I have?

SPC states that its packages allow up to five activities (it also refers to activity groups), chosen from more than 2,000 options. We check your activity list before applying.

Does an SPC Free Zone company pay Corporate Tax?

It must register for Corporate Tax. A Qualifying Free Zone Person can pay 0% on qualifying income, but only if it meets every condition — including adequate substance, audited financial statements and the de minimis limit for non-qualifying revenue. If a condition is not met, all its income is taxed at 9% for that tax period and the next four.
